How to change Adobe ID to a deactivated Adobe ID

So my email for my Adobe ID is about to be cancelled, so I am trying to change my about-to-be-cancelled email with my personal email, which is already associated with another Adobe ID. So, I deleted my account with the personal email so the account with my personal email no longer exists. But, when I tried changing the first account's Adobe ID with my personal email, it still says "! Email Already Used."

Get a free G-mail account and use that to replace your soon to be discontinued e-mail.

Log-in to your Adobe account below to change your primary and secondary e-mail.

This is a public forum, you need the link to Adobe support, not other users
Be sure to remain signed in with your Adobe ID before accessing the link below
-you must also allow 'cookies' in your web browser for this to work
    https://helpx.adobe.com/contact/support.html
-click the chat icon at the bottom right of the page to open a chat session
-the chat icon looks like '3 dots inside a circle' at the lower right
-type AGENT into the chat window to connect directly to a person rather than the AI
Do be aware that Adobe's staffing is impacted by the virus, so wait times are long
