How to deactivate Photoshop Elements on dead compuiter

My PC  died and have bought a new one. I have installed PSEW on the new computer. But it's complaining I have it activated too many times, How do I deactivate either online or by phone?

Online I see to go round in circles as the advices to go to My Plan and Manage Plan. But that option isn't available, And I have failed to find how to do chat online or get a support phone number (preferably) for the  UK. Any help appreciated.

When you can't deactivate a serial number
BE SURE TO ONLY ASK FOR ACTIVATION SUPPORT TO ADJUST YOUR ACTIVATION COUNT

-click the chat icon at the bottom right of the page to open a chat session
-the chat icon looks like '3 dots inside a circle' at the lower right
-type AGENT into the chat window to connect directly to a person rather than the AI
Do be aware that Adobe's staffing is impacted by the virus, so wait times are long
