How to Deactivate w/o old PC

My old PC died and I got a new one. 

I downloaded and installed PS Elements on the new one.  I get a message saying I have reached my limit of downloads (2) so I need to deactivate Elements on the old one before I can activate Elements on the new one. 

Trouble is, the hard drive on the old one has been  reformatted, so there is nothing to deactivate. 

What do I do now?
