How to download apps on new laptop

Hello. I have trouble downloading apps on my new laptop.

I was using all the apps via Creative Cloud on my previous laptop but I can't even download them on my new laptop. I know the 6-number serial code and I already have a previous account but I can't just download them. If I log in to the Creative Cloud, it just says that I need to buy the plan. How do I solve the problem?
