How to find a solution withe error code 213 withe Photoshop & Permiere Elements 11

I reinstalled my two applications in my PC (w10) and cannot enter the "editor" mode.

The pop up appears when I want to enter the opérationnal mode with the both appli : "Problem with the license of this product. If problem exist after restarting, contact the customer service and mention the error code : 213:11".

My interpretation : It's seem to be a problem of license, but the complete installation was OK,  with the appropriate serial numbers formerly used, no error .

Please, may I have a solution?
