how to install or set up???

I downloaded Adobe Photoshop Elements. 2 folders were created. One titled "32bit PhotoshopElem 13" and the other "PSE 13". What now? Typically an installer would start up, but it hasn't done anything. If I click through the folders, I see a setup file and an install file, but these only open my web browser and list a few lines of code. I have been waiting for someone to respond on chat for over half an hour. Please help!

    From Where did you download the Setup?

    What OS are you using? Windows 7 or Windows 8?

    Try Downloading it again and then try..
