How to reinstall Photoshop Elements?

Norton antivirus removed Photoshop Elements. In trying to reinstall a message appears, "Must have Explorer 4.0 or higher". Computer has Windows 7 with Explorer version 9. How can I successfully reinstall the program?

    Use a different browser e.g. Firefox or Chrome.

    Adobe software installers are somewhat fickle when it comes to dealing with Internet Explorer.
