https://creative.adobe.com/apps says photoshop is installed when its not as i used a 30 day trial
and i now have a month plan. can i download it another way??

The behavior is correct. CCM/ subscriptions will recognize existing installs and serialize/ activate them. Check your application manager. If you have issues, run the Creative Suite Cleaner Tool and let AAM reinstall the app.
