Now I want the video editor, too. Since I already purchased PSE2021, can I get a deal on the video editor, Premier Elements? If yes, how do I do that? Thanks!

Adobe will sometimes offer a deal on the bundle, but that is when they are purchased together

 

I have NO idea if you can get a deal on part B when you've already purchased part A
