I am having problems with Creative cloud. 5 times now I have been in chat with Adobe and they say the problem is fixed and so far it has either not been fixed or it has for 1 day and then I get this message again

So to continue with my problem.  I have not been able to open CC, or if i have its only been for 1 day and then I get this problem again..

Adobe Creative Cloud is needed to resolve this problem. However, it is missing or damaged.  Please download and install a new copy of Creative Cloud from

'http://www.adobe.com/go/adobecreativecloudapp'.

I have been in chat with Adobe 5 times now for hours at a time and had to re download my apps over and over and use my data allowance and I am sick of it!! After each time Adobe says the problem is fixed and I will have no more problems and its not true.  The last time I was in chat was just last night and he reassured me the problem was fixed yet again and it worked today and tonight the same thing happened.  I am studying online and am so far behind as I have not been able to use my apps, Illustrator and Indesign as CC keeps having this problem.  I am very frustrated and I dont know what to do. If I go into chat again, I know they will do the same thing and I am not convinced they will ever fix this problem.  They assure me its not my computor but it is a corrupt file or something to that matter.  I pay a monthly subscription for products I cant even use

Are you on a Windows or Mac?

I am operating on Windows 7.  I spoke to an Adobe tech about a week ago and he fixed the problem but told me I needed to update my OS which I have not done yet.  A day later the problem happened again so I am wondering if i upgrade to windows 10 will this fix the problem?? I dont want to upgrade to windows 10 only to find that I am still having the same problems :/
