I am unable to download photoshop elements 13

I get an error message saying that "this file does not have a program associated with it for performing this action.  Please install a program or, if one is not already installed, create an association in the Default Programs control panel."  What should I do?

    Yes, that is the correct file that you have there, It is one of the 2 files(.exe and .7z) that is available for download under your Adobe account, once you have downloaded the second file(The file name of the second file will be  PhotoshopElements_13_LS25_win64.exe ), keep both of them together under a folder, and run the .exe file.

    It should start extracting the files needed to install the product and create a folder called Adobe photoshop Elements 13 in the desktop.

    Go to the desktop and open that folder, and run the setup.exe file to start the installation.

    I don't know where to find the extension of the file.

    I am running Windows 8 64 bit.
