I can't download a copy of photshop elements 12 to my new computer

I have looked everywhere and can't find a way to do this.  The one page that says it has it, when you open the link all that's there is the language that are available.  This is the link:  Download Photoshop Elements products | 13, 12, 11, 10

I have elements 12 on my old computer, which I bought online, and want to download it onto my new computer.

Any help is appreciated.
