I can't find adobe encore in the download area of the cloud.
It's not under my installed apps on the cloud.
It's not in my programs on my computer either.

Correct. There is no Encore in CC. You manually have to install Premiere CS6 + Encore CS6 bey either selecting "other version" under the PR app icon on the CC website or using this:
