I cannot install the Cloud App and any Adobe app

I cannot install the Cloud App. I downloaded it and when I try to install it windows loading circle and taskbar keep on flashing for a while and then nothing happens (no error message at all).

I already have a license to download them and install all the Adobe apps I want but without installing adobe Cloud App is impossible doing anything.

I'm trying to install them on my work PC (i need them for my job), I maybe need some administrator permission on my laptop or to change some firewall or antivirus rules but I cannot do it (no admin permission)

Could somebody help me?
