I dont see 16.1 in my CC app

I dont see it in my CC app.. i only see 15.1 .. which is really bad because i need to edit a file made by my coleague that left for holiday

When your OS is too old, you don't get the updates. Adobe isn't supporting those old OSes like Win7 anymore.

If you have an older build of Windows 10 that might not be supported either. You need build 1703 or later: After Effects System Requirements
