I had what sounds like the same issue when moving from Windows 7 (physical) to Windows 7 (VMware Fusion) on my Mac Mini.  I have Photoshop CS5 Extended.

No matter what I tried - including re-installs and manual installs, every component which I tried to update failed with the message, "There was an error downloading this update.  Please quit and try again later."

I trolled through windows event logs and found an error for SideBySide, which pointed at Adobe AIR being an issue, so I followed some advice (from a forum) and updated this manually but no joy.  Message details were:

Activation context generation failed for "C:\Program Files (x86)\Common Files\Adobe AIR\Versions\1.0\Adobe AIR.dll".Error in manifest or policy file "C:\Program Files (x86)\Common Files\Adobe AIR\Versions\1.0\Adobe AIR.dll" on line 3. The value "MAJOR_VERSION.MINOR_VERSION.BUILD_NUMBER_MAJOR.BUILD_NUMBER_MINOR" of attribute "version" in element "assemblyIdentity" is invalid.

I eventually decided to update Adobe Application Manager, as I was running out of ideas and Google wasn't helping.  Anyway - I found the latest version online and downloaded and installed it and hey presto!!  Problem solved!

I installed the following after searching the adobe website:

ApplicationManager8.0_all.exe

It actually installed Adobe Creative Cloud (with desktop shortcut) but if you ignore this and run the Updater from Bridge/Photoshop (Help Menu/Updates...), you will actually find it installs an updated version of the Application Manager as expected.  Run this and you will hopefully get the same result I did.

Only one minor issue with Adobe Extension Manager.  I can live without this tho as I've never even used it.

The following message was displayed after everything else was successfully updated:

"Adobe Extension Manager CS5 5.0 Update

There was an error downloading this update. Please quit and try again later. Error Code: U43M1D207"

I hope this helps people out there having the same or similar issues.  LIKE if it does =)
