I have Adobe photoshop elements and premier elements 7. I wish to upgrade to 10 or 11. Am I able to upgrade the way I want to or do I have to go to the latest?

Adobe does not sell older versions of their software so to buy thru Adobe means having to buy the most recent version.  I do not know if third party vendors have the ability to sell upgrade versions.
