i have been unable to download my photoshop elements on my microsoft surface pro for 4 days

I purchased Photoshop elements several days ago and have spent 2 days trying to install it with no luck! I have a surface pro 3. HELP... getting very frustrated

OK. .how do I do all that. I had a mac and now a surface pro. It's brand new so I have no idea how to do any of that. Can you help talk me through it?
