I have downloaded the Creative Cloud setup but the installer refuses to open

I have paid money for this subscription and am not able to access any downloads or content. I try to download the installer, but after the download is complete the installer does not open, and thusly does not install the desktop app. If I can't get this installer to work, I'm going to request my money returned. !

Are you unable to install Adobe Creative Cloud desktop application and then it does nothing when you double click on Creative Cloud setup.exe file? ?

Yes. The setup downloads but when I double click the installer doesn't open

Right click on Creative Cloud setup file  and select Properties option.

In the Properties window , in the right bottom side, if present click on Unblock button and then click Apply and then Ok.

Then try to install.,

Note: Let me know if UnBlock button is not present.

Also specify the version of  Windows ,
