Notice says: "You Must Install Adobe Elements first"  Does my $9.99 monthly payment NOT COVER ELEMENTS???

In that case, I will GUESS that Luminar 4 had not been updated to work with the latest versions of Photoshop or Lightroom

Photoshop Elements is a separate program http://www.adobe.com/products/elements-family.html

 

What is a Luminar 4 ?

Luminar 4 is photo editing app that can be either stand alone or a plugin for Lightroom, Photoshop, or Photoshop Elements.
