I have Photoshop Elements on my PC (have serial #), can I also download it on my MacBook?
Am I entitled to also download Photoshop Elements 11 (and Lightroom, for that matter) on to my new MacBook Air?
If so, how do I do this?

for each of those, both programs (mac and windows) should activate with your serial number.
just download the lightroom installation file for your mac, https://www.adobe.com/cfusion/tdrc/index.cfm?product=photoshop_lightroom&promoid&promoid=DTEML
and if you follow all 7 steps you can directly download the pse 11 mac trial here: http://prodesigntools.com/photoshop-elements-11-direct-download-links-pse-premiere-pre.html
and activate with your serial number.
if you have a problem downloading, you didn't follow all 7 steps, or your browser does not accept cookies.
the most common problem is caused by failing to meticulously follow steps 1,2 and/or 3 (which adds a cookie to your system enabling you to download the correct version from adobe.com).
failure to obtain that cookie results in an error page being displayed after clicking a link on prodesigntools.com
