did you previously use a team or enterprise subscription?

if so, you may need to remove those credentials, https://helpx.adobe.com/download-install/kb/adobe-license-issues-keychain-credential-mgr.html

but before doing that try resetting your cc app:

reset the cc desktop app: make sure it's in the foreground, then press:

Win: Ctrl + Alt + R
Mac: Cmd + Opt + R
