I just downloaded Adobe Acrobat and the installation keeps stopping and rolling back. How do I fix it?

I'm trying to download ad install adobe acrobat dc on my pc. I've tried twice and have been unable to complete the installation. I get a message saying "Error 28000. Installation Licensing Module has failed."  There is a link to try possible workarounds and when I click OK the installation rolls back. I've looked at the workarounds but they're not very detailed and greek to me. Can anyone help?

    uninstall all acrobat and reader versions.

    clean per Download Adobe Reader and Acrobat Cleaner Tool - Adobe Labs

    restart your computer and reinstall acrobat.

    if you continue to see a licensing error, Error: "Licensing has stopped working" | Windows
