I downloaded trial version on 6/18/2015 - deleted it once the time was up, bought the software (DVD) and can't install. What am I missing here? Very frustrating.  Went to customer support and got directed to this forum.

Thank you for your recommendations. I finally got it installed...Problem was my Norton "Smart Firewall". Once disabled, uploading was a breeze. Up and running now.

I am using Windows 7, 64-bit The DVD has a label on the jacket, but not nearly as long as the numbers required for registering it. Box contains both Windows and MAC DVDs. I purchased it at Costco.

Which OS version are you using? Please try to copy the installer from DVD to the local machine and then try to install it.

You may try to Download Photoshop Elements products | 13, 12, 11, 10 and install it.
