I'm unable to install creative cloud on a fresh up-to-date Windows 10 Installation

Today I installed Windows 10 Professional on a new SSD. After installing all of the updates for Windows I went to install Adobe Creative Cloud by downloading running the setup EXE and it asks if I want to "allow the app to make changes to my device" and I say yes. Then nothing happens. No error message. No freezing of the computer. Nothing running when I look at the task manager. I tried running it as an administrator, from the command prompt, and from the second hard drive. I also tried downloading and installing individual programs such as InDesign and Illustrator and still have the same problem. Incidentally, I'm having the same issue installing SolidWorks. However, I'm was able to install other programs such as Chrome and Forticlient. Can anyone help with this issue? Thanks.

I solved this issue!

 

It was an issue with a Windows 10 update. I started uninstalling windows updates one by one and after uninstalling one particular update I was able to install programs again. Hopefully, my experience can help someone else.
