I need Help to deactivate

I forgot to deactivate my copy on the old laptop, CS3 Premium and I can't activate the copy on the new laptop, any help?

Tried to contact adobe but the numbers they gave doesn't support activation on the phone and it is an automated message so no one to talk to.

Live chat option isn't available on the internet. my laptop runs Window 10.

    It seems that you are not using the correct installer, your serial number is a volume license serial number which supports a specific installer. Please download the installer from licensing website.

    Chat is the only option for support for deactivation of old products.  It will work but you may have to battle with it.

    tried this but no luck
