As you have mentioned you want to download Premiere and Photoshop Elements 15 & 2018, however the links you have give you error while trying to do that.
Please let us know the exact error message that comes up when trying to download the product.
Note: There is no version 16 after the last version which was Photoshop & Premiere Elements 15 came the 2018 version of elements products.
