I pay for photoshop cc but it's not showing in my list of available downloads

I pay the monthly $9.99 fee for Photoshop CC and Lightroom CC. My computer crashed and the place that fixed it put in a new hard drive so i need to download photoshop and lightroom again. When i pull up my account it says that i don't have access to those programs.

I have already downloaded the Adobe Creative Cloud, the problem arises at the installation level, 
this is the text where to buy, when I clicked on the text there it told me this program is not
available in your country

You can try with direct download links of Adobe applications if downloading through Cloud Desktop apps doesn't work
