I tried to download photoshop 13 and i get an error message that it is the wrong type of file. I have photo shop 8 installed. What is wrong

Photoshop 13 wont open. It appears to be installed but I get an error message.

    what's your os?

    what file (name and extension) did you download?

    hint:  if win os, download both an exe and 7z.  put both in the same directory and double click the exe.
