first, you have to uninstall any program(s) that's already been installed with the incorrect language. then follow the suggestion in message 1 and finally, install your app(s) with the newly selected language.

If you are on a Creative Cloud subscription - Go to preferences in your Creative Cloud Manager > click gear icon. Preferences > Apps > Creative Cloud > Apps Language
