I want to download Photoshop Elements on a new laptop

I want to download Photoshop Elements 5 on a new lap top. The serial number is never recognised. Is it possible to download this.

    If it's a new laptop then I assume the OS is also the latest one.

    Photoshop Elements 5 is a very very old software and unsupported on latest OS like Windows 8.1 or Mac 10.9.2

    Please consider purchasing the latest version of PSE12.
