How do I install these on my new computer (OS on old is XP, MS8.1 on new)? I downloaded them.

    I was able to figure out how to get to My Account on the Adobe website and got to Manage Accounts and the listing of my orders of Adobe Products.  I clicked "Download" and got an error message "413".  I turned off my Virus protection and firewalls and tried again without success.  Is this version of Photoshop Elements 12 compatible with Windows 8.1?

    Sorry- thought that was clear. Photoshop Elements 12 and Premier 12.
