I have Premiere Pro which I cancelled the renewal payment but there is still time left but I want to make use of the discounted all apps amount so tried to subscribe but it wont allow me is there a way to completely cancel my account and start over.

Read the terms carefully.  A discounted rate is usually for new subscribers.

actually I just spoke with support and they got this sorted for the advertised price and refunded me my remaining months.
