if you want the most thorough uninstall, you should connect and carefully follow each applicable step:

uninstall every cc app including preferences per https://helpx.adobe.com/creative-cloud/help/uninstall-remove-app.html

then uninstall the cc desktop app, using the correct uninstaller per https://helpx.adobe.com/creative-cloud/help/uninstall-creative-cloud-desktop-app.html#sa_src=web-messaging

clean your computer of cc files per http://www.adobe.com/support/contact/cscleanertool.html

Okay can you tell me how to "uninstall every cc app including preferences" when the computer has no internet connection?

Yes I tried but the folder "C:\Program Files\Adobe\Adobe Creative Cloud Experience" with all contents (like CCXProcess.exe) is still there.

If the cleaner tool ran successfully and only the empty folder remains can you not just drag that to the trash or are you getting an error attempting to do that?
