When i try to open it, it says "the localized resource files for this application could not be loaded. please reinstall or repair the application and try again".

I tried to use the adobe repair tool. I tried to re-install it, but it didn't work. All other applications seem to do fine.

A few months ago, i even tried to reset my windows, but it didn't work.

if installation was without problem and opening ai triggers the error, reset your preferences - http://helpx.adobe.com/illustrator/using/setting-preferences.html

Thanks for your reply, but it didn't really help me out.

I got an error while downloading Illustrator and i'm not using a mac.

that error wouldn't occur while downloading. did you mean that error occurs with installing?

if so, and that error message is in english, attach a screenshot of the error.
