I got CS4 to work on Yosemite 10.10.5 by first reinstalling Illustrator and Photoshop.  Next, I searched for the PhtoshopExport.aip (or whichever .aip is giving you an error) and then I ran that file instead which launched Illustrator.  I was able to get through to the error message and ticked the box to not show this error again and am now able to use Illustrator without a problem....so far.

I have same error - CS4 Illustrator stalls at launch with 'Error loading plugins. PhotoshopImport.aip'. Understood that CS4 has notable errors/ incompatibilities with OS X and up, YET, ALL other CS4 programs are running fine except Illustrator (the one I need most and quickly re deadline). I lost my hard drive and had to reformat via Time Machine and now the error is here. I don't want to shift to CC, I hate CC, slows my machine and is a nightmare during Asia travel. Help? CS4 Plugin update I'm not seeing? Adobe 'Support' send me here because they are the worst.

Ignore the others's comments. At this point Adobe apps are not compatible with OSX 10.10, not even in CC, even less CS4. You are wasting your time trying to get this to work.

Illustrator CS3 is working correctly! so it is definitely not a problem compatyble in CS4 (old architecture) except that downloaded the triall CC also works correctly.
