Illustrator is not working with Windows 10

This is the screen  I am getting - no text on any of the buttons , I click on the right button and the launcher starts and then just disappears.

I have uninstalled and reinstalled and it is the same - Photoshop is fine

I have just had a Windows Update

Any clues?
