Trying to download the free trail of adobe illustrator. Gets to 15% of it being downloaded and then says problem downloading. What to do?

As you have mentioned that you were unable to download Adobe Illustrator cc 2017 trail because it gets stuck at 15%,
I would like to know if you have check system requirements as Bob suggested. In addition to that, please try to look for the error code in log files, information about the install log files location and description of error codes are available on this link: -Troubleshoot errors using Creative Cloud log files.
In case you need further assistance with this, please share the OS version and the screenshot of the error code that you have found, so that we may assist you appropriately.
