Correct answer Steve Werner

Adobe is currently only selling subscriptions to Adobe Creative Cloud.

Beware that if you go to a website (for example, eBay) people may list Creative Suite products. It's highly likely that they are not legal copies, and you will find when it comes to install that you find that you can't install them, and you'll be out of the sale price with no recourse.

it's $10/month and you get lightroom free.  you get more than 5 years of the latest version (with free upgrades) for what it costs to currently buy ps cs 5.

Which software are you looking for?

  • Lightroom is available for purchase without joining the Creative Cloud.
  • Phtoshop Elements can be purchased without joining the Creative Cloud.

It all depends on what you're looking for.

The Creative Suite bundles are no longer available.  You must join Creative Cloud.

for a few programs (eg, premiere elements, ps elements, acrobat etc) you can still buy perpetual licenses.

but for most of the programs that used to be in the adobe creative suite collections, the answer in message 1 is correct.

Be aware that despite the name, all of the "Cloud" applications are installed locally on your computer, and there's no mandate to use the cloud if you don't wish too. You will need an internet connection to validate your subscription from time to time, though.
