correct, 2018 version was the last win 8 compatible version, https://helpx.adobe.com/premiere-pro/system-requirements/earlier-versions.html and that's not available via the cc app but is available via direct download, at least, for the moment.

you download directly from adobe via https://helpx.adobe.com/download-install/kb/creative-cloud-apps-download.html#CreativeCloud2019apps and get more info and perhaps links to more adobe programs via prodesigntools.com
