Install app on different drive

I have altered my preferences so apps install on my e drive in the program folder. Every time I try to install illustrator it tells me there is insufficient room on my c drive. Why is it not following my preferences?

Higgy did you adjust the install location within the Creative Cloud Desktop application?  You can find more details on how to make this adjustment at Install and update apps - https://helpx.adobe.com/creative-cloud/help/install-apps.html.

That is to be expected. It's eitehr all or nothing. You cannot install different apps on different drives. You need to wipe and start from scratch.
