Install Error 16, Photoshop

Hi! Whenever I try to install Photoshop cc17, error code 16 is displayed. I already tried uninstalling and reinstalling it but it won't work, neither did the solution Adobe Support offers (https://helpx.adobe.com/creative-cloud/kb/configuration-error.html this one).

I don't know what else to try.
