"'Install' is damaged and can't be opened." Help!

I downloaded Photoshop CS5 to reinstall after a repair to my iMac.When I clicked on the "Install" icon, I got this message: "Install is damaged and can't be opened. You should eject the disk image." This has now happened twice.

How and why did that happen? Any suggestions on how I can proceed with my download?

    Thanks for your thoughts, Jeff. But I'm still running OS 10.11.6, and I had CS5 running on it forever. A repair wiped my hard drive, and I just want to rebuild what I had. Shouldn't there be a way to download a Photoshop CS5 installation file? Why would adobe still have a link to do so? Download Adobe Creative Suite 5 products

    BTW, browser didn't seem to be an issue. I didn't get anywhere with either Safari or Chrome.

    what file (name, extension and size) did you download with safari?

    what file (name, extension and size) did you download with chrome?

    CS6 and earlier programs have not been tested and will not be updated for Mac El Capitan/Sierra

    -which means that you try to use CS6 and earlier at YOUR risk of having problems due to Apple updates

    -Apple did not maintain backward compatibility with old programs in El Capitan or Sierra

    --Adobe has a workaround to Apple's problem of not maintaining backward compatibility

    --READ HERE https://forums.adobe.com/thread/2301916 for an Adobe solution to installing old programs, including a link to installing the old Java runtime that is required
