Install Issue - Photoshop CS3 and Microsoft Vista

I have Photoshop CS3 and use Microsoft Vista.  It was previously installed and working perfectly - I recently had to reformat my hard drive and when I attempted to reinstall CS3, it will not do so correctly.  When I install, it says:

Successfully installed: 1 component:

   shared components

Errors: 2 components:

   Adobe Photoshop CS3 - component install failed

   Shared components - component install failed

I have tried troubleshooting but to no avail.  Adobe won't help at all b/c its outdated software.  Any help is appreciated.
