I dont have enough space on my C drive, and I can't free up any more space. I tried installing Photoshop to a external hard drive but it wont let me. Can I install it to a cloud? I really don't want to have to buy a new laptop. Please help.

No, you may not install to an external drive or to the cloud

Install on non-boot drive https://community.adobe.com/t5/get-started/moving-ps-and-lr-classic-from-internal-hd-to-an-external-hd/td-p/10945231

what is a non-boot drive? Will it use my internal storage? or will it use my thumb drive? Im using a HP Stream 11.5 laptop. there is like zero room for anything on this computer.

The non-boot drive would be the one on which the OS is not installed. For ex: generally, the OS is installed on the C: drive so that would be the boot drive any other drive/partition would be called the non-boot drive. Now If you say that there is no more space left on your boot drive then even if you change the location of installation you will still not be successful as some parts of the program have to be installed on the boot drive irrespective of the install location set by the user.
