Hello, I have and adobe cloud plan. I need to install an older version of photoshop (CS5.5), because I have important plugins that doesn't work with CS6. How can I download and install photoshop CS 5.5? Is it possible to do that with my plan?

Simply install your old CS5.5 as a standalone based on your serial. Creative Cloud doesn't care about it. Downloads of legacy versions can be obtained using this method:

Direct Download Links for Adobe Software

In my new office I don't have a CS5.5 licence, it was owned by the company I used to work. Is it possible to obtain a working version of CS5.5 based on my adobe cloud plan?

2Bsolution.it no it is not possible to get a license prior to Creative Suite 6 through the Creative Cloud.  If you need an older version of the software then you will want to work with a third-party reseller.  I would also make sure that you double check their return policy prior to ordering the older software.
