Install Photoshop Elements JFL 13 9.29.18

Somehow I lost PS 13 from my computer. Have no idea how. When I clicked on the program today, message said to the effect, "Cannot fine file." I have attempted to reinstall several times form the PS 13 for Mac OS CD. I click on "Install." It goes to "Initializing Installer." I select "Install I have Purchased." Message:  "Sign In required." I click on "Sign In." then it immediately returns to list including Install. Message box states " Adobe Application Manager quit unexpectedly." I have restarted computer. The same cycle keeps occurring. It is frustrating that I am unable to talk to someone from Adobe Tech. I am not a techie. Is there another photo program out there where if you have problems you can get some phone help from a person? Although I like Adobe Photoshop I do not like that I cannot speak to a person because the Troubleshooting suggestions do not address my problem. I have had issues in the past. Had to buy an new program. Thanks for anyone who can help me. Jim Larkin
