I already pay for Photoshop but the app is not listed as a registered app in Creative Cloud. The old computer is listed. Payment history is listed.

How do I get my payments applied to a new photoshop download?

you just need ti sign in to tour your cc desktop app on your new computer.

There is no problem installing Creative Cloud. It just does not show PhotoShop as one of my apps although it shows I pay for it.
