Wow, are these products designed poorly. 

 

How do I install PS WITHOUT Creative Cloud and the rest of the BLOATWARE?

you can get a direct download link for a stand-alone installer from adobe support.  using a browser that allows popups and cookies, contact adobe support during pst business hours by clicking here, https://helpx.adobe.com/contact.html

click contact us (in the lower right)
in the chat field, type AGENT
be patient, it can take quite a while to reach a human

I don't think you can.

The Creative Cloud App is needed to install CC applications.
