installation error 127 photoshop elemensts 2019 and Premiere elements 2019

Januari 2019 i install Adobe Photoshop Elements 2019 and Premiere elemnets 2019. No problem! (old computer windows 7)

Now i bought a new computer (i7, windows 10 ,16 kB, Dell). Installation failure:

Install error 127, every time! I uses  all things from https://helpx.adobe.com/nl/download-install/kb/troubleshoot-installation-photoshop-elements-premiere.html.

But...every time code 127.

What to do?
